This is greatly dependant on several factors. These include, but are not limited to. The age of the horse, the health of the horse, the weather, the number of lessons done by the horse per day and weekly, the ability of the rider. and the size of the riders and to an extent the tack used.

A horse should only do a maximum of 3 lessons a day, and those are hourly lessons. That means a single horse can do 18 lessons a week. So long as the horse is not used for prolonged lengths of canter,gallop or skill work it should not be bothered by that much riding.

However if the horses welfare can be affected for the better or worse depending on the factors listed above. If the weather is good the horse will be more comfortable, if the weather is too hot and/ or humid the horse either should not be used at all or ridden in a cooled indoor arena for it's welfare.

The horse must be health with good teeth and hooves to be comfortable while being ridden. If the horse has overgrown hooves or sharp points on it's teeth it should have these issues tended to before being used in a lesson.

An older horse may not be able to handle as many lessons as a younger horse and if used too often could become uncomfortable.

A riders ability to stay balanced and light in the saddle is another big factor to how hard a horse will work during the lesson. A better rider will make the horses job easier because the horse won't have to strain or continually re-balance while being ridden.

But the greatest factor to a horse comfort during a lesson is the size of the rider in proportion to the horse itself. If the rider and/ or the tack is too heavy for the horse then the horse will be extremely uncomfortable while under saddle.

All those factors must be taken into account before deciding if a horse is worked too hard during a riding lesson. If the horse is well cared for, healthy, and not worked too long or in adverse conditions then the answer would be no, a horse is typically not worked too hard during a lesson.
