You could say so. Normally, "streamlining" is the process of using smoke plumes in a wind tunnel to determine how air flow travels around an object; the end result of using streamlining to smooth out the air flow around an object is an object that is said to be "streamlined". To the best of our knowledge, nobody used smoke plumes or any other technique to refine the shape of a cat for minimum wind resistance. However, note that all a cat's fur points backward, for minimum resistance while running; note that a cat at speed will fold its ears back to minimize wind resistance; and note that a cat's face is pointed. All of these could be considered a form of streamlining, though it is in this case natural evolution rather than design that causes it.
