Not permanently, but of course he can take trips outside with you. Just make sure he is comfortable.
As of the name I hear, it seems to be a mix. Pomeranians can be good with children as long as they are well-trained and recommended for expierienced trainers. Just a suggestion though. I recommend you look up the breeds it is made up from.

In our experience, Chihuahua Terrier mixes (depending on what Terrier breed in involved) tend to run under 10 lbs, fully grown. Some are a good deal smaller. "Pooka," our long-haired Chuhuahua-Terrier from Australia at 17 months is about 5.5 lbs at most. under a foot tall and about 10 pounds ( chihuahua X jack Russel )
pomeranians are good with any age but the reason not to have them around with little kids is that they might pick it up and drop it. they are really tiny! Yes it would be great to have a pom around older kids. hope this helped ~Jade
