Getting involved with an animal rescue group in your area would be a great first step. They would be able to provide you with information and help on rescuing the stray dogs as well as providing resources for spaying and neutering strays.

What qualifications do you need to start a dog rescue centre?

You don't need any

Do rescue centres look after your dog do they check that the dog will get walks and look at their home etc?

Yes. Most animal shelters do do pet boarding of cats & dogs. they all take care of them & take them on walks Most rescues do have a approval process for placing dogs and will do home inspections. I have been asked to do one of these in the past for a rescue. I followed a form that asked questions such as "how long will the dog be alone each day" and "how often will the dog be exercised" etc. I was not asked to do any follow up once the dog was placed. I'm sure resources are limited and for any rescue to follow up on all of the dogs they place would be overwhelming.
