The owner of the other dog has to pay all vet bills and it would be to your best interest to seek legal advice regarding any future problems with your dog regarding this attack. However, you can contact the ASPCA and press charges against the dog. It will be up to them (or if the owner of the other dog should go to court) that the dog be studied and deemed unfit and dangerous and it would be put down. I am a pet owner of small dogs and I understand your concern and anger. However, before having the other dog put down size up the owner first! Was the dog on a leash? Did the owner of the other dog let it's pet run around the neighborhood and didn't have it in a fenced yard? Don't take it out on the dog, take it out on the owner! If both dogs were off leash when they shouldn't have been then you are out of luck as far as expecting the owner of the other dog pay your vet bills and the bill will be up to you to pay.
