It CAN, but people tend to put other stuff on a hot dog instead
I don't really know my dog ate ketchup and he's fine. so I guess they can. A small amount will do no harm but it is not recommended as a part of their diet.

People have used a dish soap on dogs to remove grease. Be careful not to get it in the eyes.
