No, they cannot. Like humans, Pandas do not give birth to litters, but rather only one baby at a time. They also don't get pregnant very often, and their mating season is very short. If Pandas had twelve babies at a time, there would be many more Pandas.

On average, a panda will have one or two babies at a time. They are very dependant upon their mothers for the first couple of years. If the mother panda has twins, then she will only look after one of them.
