I think so, but it would have to be dosed by a veterinarian, or else you risk destroying the poor pups liver and kidneys, causing it to die a slow and very very painful death. Certainly don't grab extra antibiotics from your medicine cabinet. Not doing it long enough can cause to infection to go into remission and then spring back, except now it would be resistant to antibiotics, and could be untreatable.

A healthy normal 8 week old pup should not have flaky skin. I recommend you take your pup in to be checked out by a Veterinarian. The pup should be dewormed and put on a good name brand of dry puppy food, not a cheap generic food. Feed the pup twice a day. Make sure he or she is up to date on their vaccinations and on a monthly heartworm preventative. This is one of the many good reasons to take your pup (along with a small sample of his or her feces to be checked for parasites) to the Veterinarian.
It has to be only 1 week old.

well usually the mother will nurture the pup by giving milk and bathing the pup until the pup opens its eyes and the pup is old enough to take care of its selfuntill then the mother will take care of tne pup

We have a 7 week old blue heeler who also has a fascination with our cat. In my experience we let the cat show his dominance, by giving the pup a few (non-claw) hits so that the pup learnt that the cat not something to be played with (as he should be, as the cat was here before the pup). It only took about a week before the pup learnt the cat was no fun and they happily leave each other now alone, we are even starting to notice the cat teasing the pup for attention

Take the pup to the vet asap! He could have something as simple as a severe ear infection that needs antibiotic ear drops or something as drastic as a neurological problem.
