The only way to tell for sure is to either kill the animal and test the brain or keep in isolation to see if any symptoms develop but then it is too late for anyone who has been bitten or infected in any other way. The best thing to do is to vaccinate all dogs. They can be vaccinated as early as 4 months of age.
