Yes, they can. I usually put the can on the floor with the little scraps in it and our cats come running to eat them and lick the can clean. Just don't give them the can lid because they'll cut their tongues. There are sharp edges on the inside rim of the can but they're good at avoiding those. If you run out of canned cat food, tuna is a good substitute.
