Actually they do make noise while mating, quite a lot. The female plays hard to get, the male tries to dominate her. If he wins, they mate. If she wins, they don't. There's quite a bit of screeching and yowling involved.

The amount of "noises" the your cat makes is really simply determined by his personality. Every animal in the the world acts differently ,and this is because their DNA is different and what the see/feel/hear of the world since they are born is different. This is also very helpful to have a different DNA to others as you have for example a different reaction to a new diseas. Some one might get really ill but others might not even feel anything. This brings out the "Survival of the fittest" (or the luckiest if you ask me!)

Cats have evolved to be solitary hunters. As such, they must depend on stealth to sneak up on their prey. They have evolved quietness in order to survive.

Dogs, though they are equally hunters, hunt in packs, and so don't need stealth to the same degree.
