Chinchilla's CAN eat paper. Does not mean they should. Also, you should specify if it is notebook paper or newspaper, or bedding. If it is bedding, and it is eating it excessively, try getting new bedding. Perhaps softwood.

Yes! I have a chinchilla a little over a year old named Rosco. Rosco's favorite treat is something we get from the pet store that is made out of cardboard. Make sure that this cardboard is clean, and I suggest buying it from the pet store, not getting it from old storage boxes.

Newspaper is not generally considered edible, but it should pass through the digestive system relatively quickly.
