There is nothing inherent in dog food that is toxic to a cat, but cats have a genetic flaw in that they do not naturally produce a certain important neurotransmitter they must obtain from their food. Cat food is specially formulated to ensure they get this neurotransmitter; dog food is not so specially formulated ... so long term, a cat could die if the dog food they eat doesn't happen to contain the neurotransmitter they need.

Some dog kibble (dry food) is intended for large dogs, and could be a physical choking hazard for cats trying to eat it.
