If you are refering to picking up a dog by their skin on the back of the neck like a cat then yes. you can. only when its a puppy though. It is how its mother carried them around. when they are 3 months old you should no longer pick them up like that,if ever because it mess with their nerves around their head and may even cause paralyzation or brain damage.
