You can't make a family of just dogs and put them on a lot together. There will be nobody to feed them and they would die anyway. Plus the game will not let you do this. However, if your sim goes off to work, the dog(s) CAN stay on the lot all by themselves as long as their food bowls are filled up and they have access to the outdoors to pee.
