There is nothing inherently toxic to fox urine (any more than, say, dog urine), but it can be a source of disease transmission. Since foxes are somewhat closely related to dogs, diseases they carry may also infect dogs, and some diseases can be transmitted through contact with urine (but not as many as, say, through fecal matter; fecal matter can also carry parasites such as worms).
