The experts are social workers and special unit police officers, not counting judges and attorneys who are specialists in child welfare. Look at what brought on the need for these laws. God only knows the number of cases where a child has been brutalized (even killed) by a parent or parents. If a judge orders that a child be taken from a parent or parents for probable cause, it is done by court order with the order probably being executed post-haste. Investigators may find in the end that there is no cause for continuing to keep the child from a parent, but whatever they discover and recommend will go before the court. The judge will decide. It is advisable to ask one's self, "Who will represent me? Who will speak for me in this case?" Retaining an attorney might be a good idea unless one is going to appear pro per (representing one's self). If there is anything to the case and the child has been removed, an advocate of some kind is almost a must.
