It's best to have them in a neutral play area for a while, so they can smell and get use to each other, and neither has territory there. Then it's best to put them in a neutral cage together, again, territorial issues.

That's why if you're getting two chinchillas they must both be very young.maybe you should put them in separate cages and put the two cages half a foot away from each other and see if they get along. then gradually move the cages closer together.
