- Be cursed
- Be bitten by one and lived.
Of the three, only those born as werewolves have control of themselves while shifted.

Unfortunately there is no werewolf disease included on the vanilla version of oblivion, or any of its official DLC's. However, if you ever happen to purchase the game for PC there is a mod called "Werewolves: The Curse of Hircine" which was created by a team on tesnexus.com The original version of this mod seems to have been neglected, and has been worked on under another file on the site called "Curse of Hircine - Resurrected". Several other mods for compatibilities, add-ons, and fixes have been released as well.
