Yes you can.
'Dude' can either mean a man, or it can be used for persons of either sex.
Of course, some may feel that it's use should be limited to males, and that it fails to acknowledge the femininity of a woman if she is addressed that way. But, conversely, some women might be honoured by the expression because the speaker is treating her as an equal, a 'fellow human'.
Of course, 'dude' is an informal (slang?) word, and is best avoided when more formal forms of address would be more appropriate.
