Most likely. But it will be difficult to find one that is, first of all, available for purchase, suitable for your needs, and of a good temperament and breeding. The best option in this case is to either contact reputable cob and cob cross breeders and ask if they have any stock matching your needs or would ever breed that cross. Sometimes it is possible to arrange a broodmare lease, wherein you select the dam of your choice and breed her to whichever stallion you like. Or you could go the route of embryo transfer, in which case you need a surrogate dam, preferably one with foaling history. In both these scenarios, it would be best for the dam to be the Hanoverian and the sire to be the cob, so as to avoid the issue of the foal being too large for the mother to deliver properly or carry to full term. Foals tend to take after their mothers more, so if you wanted a larger pony, this would be ideal. Another option would be to buy a Hanoverian mare of your own and breed her. Make sure that, in proceeding with any of these possibilities, you research bloodlines well, look into the sire's offspring (what are they good at, what do they look like, do they have nice personalities?), and get a proven mare. Make sure the resulting offspring will be entirely suitable to your needs or, if not, then easily saleable, so that it doesn't end up sitting around.
