Yes you can, but there are a few dogs that would rather hold it in then go inside of the house. I trained my dogs as pups to do both. I don't waste my money on pads, but use newspaper (quite thick) and if it's been used I bag it separately and throw it in the garbage and clean the floor with bleach and water.
