Not really. It is possible to kill a deer with a 22, but it would have to be really close and just in the exact right place. The only place that would do enough damage to kill, would be the brain. This can be a tricky area to hit, but I would recommend either a 20 gauge or 12 gauge shotgun with slugs in it.
Yes, it is legal. Texas does not permit the use of RIMFIRE guns for deer hunting, but any centerfire is legal. Wh ile it is legal, I personally do not recommend it. Yes, the .223 can kill a deer. It will also wound a lot of deer. It is simply too small to insure a clean kill.
