Your cat sounds like it has an underlying ill ness, maybe he cannot get to the litter box in time, or something has frightened him, most cats will only do this if they are ill, it would be a super idea to take him to your Vet ASAP, this certainly is NOT normal behaviour for a cat, especially one that has been neutered.
