It can depend. Bichon's have hair not fur, so like human hair it will continuously grow unless someone cuts it. So unless a person doesn't cut bishon's hair then yes it could be considered very long haired.

Some people use the term 'hair' for humans only and the term 'fur' to describe the hair growing on any animal that isn't human.

Some people make a distinction by the growth of the fur/hair. The argument being that it's hair if it doesn't stop growing at a certain point and it's fur if it does. Unfortunately, that argument is a little flawed, since humans don't tend to refer to arm/leg hair as fur (even though it will stop growing at a certain point, just as dog hair does).

Basically, you can call it fur or hair. It's really down to your personal preference.
