Yes, there are places in China where they serve dog meat. There are dogs that are raised specifically for their meat. Contrary to popular belief, China does not just slaughter their pet dogs or random strays.

Many Chinese believe that dog meat has medicinal value. They are under the belief that dog meat will help with blood circulation and will increase their yang (positive energy in their body). For these reasons, dog meat is usually consumed during the winter months. The majority of Chinese people have not eaten dog, however.

As for cats, it is only eaten in Guangdong province. Elsewhere, it is taboo.

Yes. However, the practise of dog meat is nowhere as common as it is portrayed, and most Chinese have actually not eaten it. As for cat meat, it is a very very rare practise even rarer than dog meat that is restricted select few Southern areas of China, notably Guangdong province. Cats are not eaten anywhere else in China.

The slaughter and consumption of dogs and cats is illegal in the Special Administrative Region of Hong Kong, and is a punishable offense. However, it remains legal elsewhere in the People's Republic of China.
