German Shepherds don't favor German commands unless they have been trained with them, say from when they were puppies. English is not harder for them to learn because they are GermanShepherds. They just follow commands in the language they in which they were trained.

Edit: Actually dogs dont know languages but sound sequels. so it doesnt matter because the dont recognize what language it is.
