Yes. The whiskers of a cat are a kind of sensory organ, sort of like the antennae of an insect. (The main part of the sensation is how the rigid hair moves in the socket.)

The whiskers on the sides of the head are mainly used to sense whether a cat can fit through a given opening. These whiskers are always as wide as the cat (fat cats have longer whiskers!) so they know before dashing into a hole whether they will get stuck. The top whiskers ("eyebrows") are the same but for height.

The tips of the whiskers are also very sensitive, and are used to sense small changes in the environment, pheromones, and many other things. Never grab a cat's whiskers, cut them, or otherwise handle them - it is VERY unpleasant for the cat!

Yes, I did an experiment with my phone and called myself. From a1/2 foot away he started twitching and freaked out. So, Yes cats do feel vibrations.
