Depends on the dog.
Generally, for most dogs, the answer is yes. Dogs are more likely to respond happily if you use a soothing child-like voice or speak to them as if you were speaking to a child.
Some dogs however, such as police and army dogs, were trained to be tough hunting, tracking and killing machines. Baby-talking these ones could irritate them enough to attack you.
Most pet dogs love to be spoken too baby-like or child-like. Just try not to interfere with dogs trained to attack.
Some people like to talk to their dogs like they would a little child or baby, calling them sweetie pie. Dogs love it when you talk baby talk to them.

Dogs do not talk normal or like we do because god made them that way and he did not want everything to be the same and think of it dogs talking like us.

Dogs need lots of care, like you will with a baby. Like a baby, dogs can not talk to you if it wants something. But, it will try to tell you in body language and it's actions. You might understand them really well, even I have trouble with them. Dogs need to be regularly taken on long walks to help them with their system. Remember to never hit your dog, which will scare them and will be hard to train them later on.

In a way dogs can 'talk' to each other. Barking, growling etc is all a way of communication, just like we humans talk. It is a way of showing what the dog wants or does not want and also shows what mood the dog is in.
