They shred it with their teeth to make bedding material. Gerbils also require some harder material to chew on, such as hardwood or commercially available chew sticks, so that their teeth don't become overgrown.

You can't. Gerbils prefer to jump. Out of 13 gerbils, none have climbed ladders when ladders are in place (or they have jumped to halfway up the ladder and then jumped to the top). However, I've had 5 climb wire mesh when bored. My conclusion is that gerbils can climb if they want to, but much prefer to jump.
Bedding is better otherwise the sad will get in their eyes. Sand should only be used in a sand bath so they can clean themselves.
They are not necessarily allergic to it but sawdust is not recommended for gerbils as they love to burrow and it can get in there eyes. This also includes pine and cedar wood shavings which are hazardous. I use simple unscented wood shavings that won't cause respiritory problems and fill the cage 1/3 to 1/2 full so thy can burrow. You could also use shredded paper but the cage will have to be cleaned more often.
I put newspapers underneath the woodshavings. That is easy because when you clean up the cage, you just roll up the papers with the dirty woodshavings between them and throw it away all at once.

a mouse cage most certainly is not suitable for gerbils as they are much larger than mice, Gerbils are much more suited to tanks where they have plenty of room to run around and explore and they also like to dig and burrow and with a tank you can add plenty of sawdust for them to do so without any overflowing mess.
