It is possible but not probable. Wolves are generally not easy to catch and most humans who kill wolves do it for other reasons than the need for food. Wolves are hunted for their fur, they are hunted for killing livestock, and they are hunted as for trophies but they are not generally hunted for their meat.
Every single one of these uses are fine as long as you have a tag, (what excuses the tag, is if they are going after your livestock).
Now poaching is hunting without a tag or a valid exception.

If your going for trophies? If you have a wolf tag, who cares, because then your doing it legally and won't kill over the amount. If you just go haywire and kill many then its poaching.
