yes they can. generally, if a mama cat only has 1 or 2 kittens in their belly it will still get about the same size but maybe not quite as large as if there were 3 our more. the problem is if there is only 1-2 kittens they have more room to grow and will usually be larger when they're born which can cause troubles for the mother during delivery. these so called "mega kittens" can sometimes be harder for the mother to get them out and block the passage for other kittens to be delivered. If this happens during delivery and your cat is seriously distressed and cannot get the kitten out then take them to the vet asap, they may require a c-section. It is also possible that the very may be able to assist the delivery and get the kitten out without a cesarean section.
