yes. I saw a dead one on traveling east on route 130 coming into Jeannette, Pa on October 7, 2012. I saw a live one about four years ago in Emlenton, Pa just north of I-80. During the Spring of 2012 I saw at least ten dead ones along the side of the road in the Allegheny National Forest. I asked my friend from Jeannette, Pa if he ever saw them and he said they've been there for years. Jeannette, Pa is about 30 east of Pittsburgh. This is the closest one I've seen to Pittsburgh. I like porcupines. People just have to be careful that their dogs don't attack them, for obvious reasons.
