Foxes dig, crows do not.
You didn't say if this was happening at night or daytime. If these holes are appearing over night and in the warm weather months, it could be skunks digging grubs. Generally they dig a small hole and pull the dirt out around the hole. You may not always smell the skunk but may notice a residual punky smell in the morning when you investigate the diggings.
YES! The Arctic Fox gets it's main source of food from digging. They dig really well.

Over short distances, the average cat is faster than the average dog. Over long distances, the dog will usually win. This traces back to the hunting habits of their wild ancestors. Wolves hunt in packs by running their prey down; wild cats hunt alone by pouncing upon their prey.
