No, whales need to breath air ever so often, some sooner than others depending on the type of whale. They rest at the surface in a kind of a semi-sleep because not only to they have to consciously breath, but also so that if danger arises they are able to get away quickly.

No - the Blue Whale is a mammal - not a fish. The largest fish in the ocean is the Whale Shark.
Although sharks may graze on the bottom, they never actually sit on the ocean floor. Sharks have to constantly keep swimming, even in their sleep or else they will die.
whale sharks don't actually sleep like humans do. whale sharks like most fish just rest.

The gray whale feeds differently from the way any other whale does. it swims on its side on the ocean bottom and pushes water out of its mouth between its baleen plates, stirring up sediment, from the ocean floor. Then the whale draws back its tougue and sucks the sediment, and any living thinga around, into its mouth. As the whale rises to the surface, it rinses its mouth with fresh seawater and swallows the catch. This mkethod of bottom feeding is something called ''grubbing''.
