Well, some say that, at the end of Silver's story, right after Blaze disappears, Silver brushes away a tear (but, due to the camera angle, this cannot be proved nor disproved). He has not openly cried at any time in a Sonic game (I am unsure if this has ever happened in another type of Sonic media, like the comics).
