my dog is like that, she's TOO nice, here's some advice, though:
Don't be mean, they'll just use all that extra energy to attack you. If it's a puppy, or a small dog, tell it not to jump and ignore when it jumps or "attacks" you. Soon the dog will learn that it isn't good to do that.
Put it's food and water dish away from the table, and feed it after you're done eating. Don't give it treats too often, it will just beg for more.
However, if your dog is huge(mine is a seint bernard/black lab[HUGE]), then teach it while it's a puppy, or it will probably never stop it's behaivor until it gets too old or grown tired of jumping everywhere. My dog is about 8years old, though, and it STILL acts hyper! We just put her outside and try to stay away from her, except for her meals. We play with her, but not much, because she has a tendency to knock us down.

What the dog will first do is it MIGHT whine just to get attention. It'll be super hyper at first because it is so excited. The puppy/dog will calm down eventually, so don't worry!
Yes some border collies are quite active. there are no specific calm breeds but you are able to train your dog to stay near you when you are walking, i recommend a golden retriever. they are relatively calm. but just remember any breed of dog will have its hyper moments. if you were looking for a nice puppy, don't get a breed like a beardie or a jack russel. good luck

lol! you must have a dog with a playful personality! Many of them are hyper, but some are lazy. It all depends on the dog!
