It is very likely not possible, and may cause death or injury to a cat. The only way to make this work is to put the fence charger so that it electrifies the car. The problem is that an electric fence works because current flows from the fence, through the animal, to ground. A cat will not typically climb up a car, he will leap onto it, and as such will never make a circuit between the car and ground, and so will never feel the fence charge. If a cat tries to hide under the car, the car will shock him, and he may panic and get himself trapped under the car, where he will be shocked repeatedly. A cat trapped in that sort of situation could end up dying from fear, and that would likely merit a visit from the local humane society.

Keeping the car in a garage or using a car cover would help keep the cats (and their paw prints) off of your car. If you cover your car, inspect it for a cat in the inner, working parts of the car before starting it up.
