Dogs "play with their poop" because they have an anxiety problem. Dogs need plenty of daily exercise (at least 45 mins), if they don't get it, they begin to act out. Being in a kennel or being tied outside, does not count as exercise.I have a Beagle that did the same thing. Once I started walking him daily, he stopped "playing with his poop".

If it is rolling in feces outside it's own yard, you will have to keep it in its own yard, except when it is on a leash. And even then, you will need to maintain control over your dog. This will be easier if the dog has had obedience classes.
