If you have adopted a rescue dog and they are skittish and shy, they can be befriended by three things: patience, affection, and time. Take time to be in a room with your dog. Make everything quiet and call them to you, using treats if you wish. Do not give the treat to your dog. They must learn to come to you for affection. When the dog comes, show it your hand and let it sniff it for as long as it wants. The likelihood is that your dog will back away, but repeat the process again and again until your dog can be touched. Do not push down hard on top of your dog's head. Instead, rub gently underneath its chin so that it pushes its head up. Believe it or not, this makes the dog more confident and creates trust between man and dog. As I said before, everything takes time and a lot of patience. Soon, you're dog may well trust and respect you as its owner that it can go to when it is sad.
