If the humane society is NOT the organization that has authority to handle animal abuse cases, then you could try to report them to the organization that does have the authority. If they are in the same city, or near, then it might be really hard to get them to investigate. If that is the case, or if this shelter you want to report is authorized to investigate and arrest on charges of animal cruelty, then you should probably try to report them to the ASPCA and the HSUS (Humane Society of the U.S.) == both national organizations. There is no one really who can just walk in and change this, unless you can show that they are mistreating the animals, or killing them in an inhumane way. But reporting their misleading behavior to the national organizations will help to shed light on the subject, possibly get some investigations done.
