I'm assuming you really mean Inuits or possibly Athabaskans, Aleuts, Tlingit, Yupik or any Northern native group as "Eskimo" is a literal translation to someone who eats raw meat and is considered a very offensive term.

Anyway; Many don't restrain their dogs. Many dogs in more remote villages are free-ranging, allowed to go where they want so long as they respond when called. In some more modernized places, people might keep their dogs on leashes or in homes and fences, just like any other person.
