Manatees are warm blooded, and the waters in Florida are much warmer year round. There are actually areas that they like to hang out, even in Florida. Many power plants that use water to cool their machinery vent the water back into the bays (it is actually a clean practice). The manatees will all come hang out in those destinations in the winter to warm up. Sometimes, you can see dozens of them there at once.
