No! Never bathe or wash hamsters! They have special oil on them and with water it can come off. Try chinchilla dust bath it can be used on hamsters but never water! It is normal behavior my hamster does that too!
Nothing. Hamsters always clean and itch themselves. They just have a tendency to do that, my hamster does that. Hope I helped =)
Does he have any redness or injury to the area? If not then he is probably just grooming himself. Sometimes it seems like they are biting when they are cleaning (they "nibble" and lick their fur/skin to groom).
Do not be alarmed. This is very common. Your little hamster is showing affection for you! That means that your hamster loves you! Or it can mean something else. If you groom your hamster, the hamster would want to groom you back to show his/her appreciation. It's the same with rabbits.

its recommended to put him into a hamster ball. just make sure its safe and keep an eye on it. best to shut all the doors to make sure you don't loose it and cover the spaces that it can get into up.
