Sperm Whales CAN, but very little. Some whales can smell, and some can't (or at least can barely). Some kinds of whales like the Bowhead Whale actually CAN smell very well!

No. While many whales have vestigial noses and scent receptors, they have no brain area connected to these organs. (per the Encyclopedia of Marine Mammals)
