From what i can remember, you need to go to Hero Hill at night and there should be a werewolf or a bandit/whatever there. anyway let him attack you and eventually you get the disease.
You can find a werewolf if you get the mods Curse of Hircine, Druid mod, or Legends of the North. In The Curse of Hircine, you can find a werewolf west of the Imperial City. At night, just follow the west path and then follow the path up. The werewolf should be around that area at night. With the Druid mod I'm pretty sure "Druid" is a class, and if not you just have it at the beginning at the game. With this you can turn into a werewolf at any time you want. With the Legends of he North mod, you will have a quest at the beginning of the game and you just do that quest. I don't think you can become infected by the werewolf of that mod though...
there are werewolves but u have to download a mod. The Curse Of Hircine it's called. i have recently downloaded it but have yet to find a werewolf. you can also become a werewolf. let him attack you until it says you have a dieses or sumthing. then wait three days and after that, wait until after the sun has gone down on a full moon and u should become a werewolf. u should be really strong as a werewolf but u have to eat regually or you will have a penalty.
Unfortunately there is no werewolf disease included on the vanilla version of oblivion, or any of its official DLC's. However, if you ever happen to purchase the game for PC there is a mod called "Werewolves: The Curse of Hircine" which was created by a team on tesnexus.com The original version of this mod seems to have been neglected, and has been worked on under another file on the site called "Curse of Hircine - Resurrected". Several other mods for compatibilities, add-ons, and fixes have been released as well.
The duration of The Curse of the Werewolf is 1.52 hours.
You cannot attempt this without failing, for werewolf attacks only occur by accident. Even if you did manage to become mauled by a werewolf in order to become infected(By bite or scratch), your chances of surviving this would be dangerously low.
According to legend, a person would become a werewolf after either being placed under a curse or afflicted (bitten or scratched) by another werewolf. It was also believed that a person could voluntarily become a werewolf by removing all of their clothing and putting on a belt made of wolf skin.
Fight a werewolf, there is a chance it will inflict Sanies Lupus on you if it injures you. However, if you have reached a certain point in the main quest, you will be immune to disease and can't catch it. At one point in the Bloodmoon main quests though, you will automatically be infected by it, and at the end, there is the Ring of Hircine which can turn you into a werewolf.

You cannot become a werewolf no matter what means are used. They are fictional creatures. According to the legend, one must be bitten by a werewolf to become one.
Hircine's Ring is a powerful ring that grants you the unlimited werewolf transformation, assuming that the player is already a werewolf. The Cursed Ring of Hircine is obtained in the quest Ill Met by Moonlight from a prisoner called Sinding, who is locked up in the jail cell in the prison in Falkreath. Sinding is imprisoned because he killed a little girl at the lumber mill. He was however not himself, but a werewolf. He obtained the ring because he heard it would help him control his transformations, but Hircine, angered by Sinding stealing the ring, curses it to do the opposite effect, and apparently at the most inoppurtune moments. The player is given the option to take over the Ring of Hircine and be cursed.
Katherine needs a werewolf to break the curse on the moonstone.
There are 3 ways: - select the werewolf persona as a new character - receive the Werewolf Curse from an existing werewolf - create or buy the elixir called the Bottled Curse of the Lycan
