You don't. When you dog is ready to whelp out the pups, her temp will drop and stay down for about 24 hrs before she is due to whelp. Normal temp is 101-102. Temp normally drops down to 99.3 or so, 12-24 hrs before due to whelp. She should have a pup about every 2 hours after she starts in labor. If she is in labor for over 2 hours without producing a pup, then take her in to your Veterinarian. Have your Vet standing by also, let him or her know when your dog is due to whelp. Gestation period is about 58-63 days. Have you ultra sounded her? Best of luck.

Is there anything you can give your chihuahua to help with labor pain like Tylenol?

Tylenol can kill dogs and cats. Aspirin and ibuprofen are not safe to self dose either. I would not administer anything for pain to your pet without your veterinarian's consent and recommendation. If you are breeding your pets please ask your vet what you can use during her labor to help (there are medicines) and what to do if there are complications during her labor. There are also some fantastic books you can get on this topic.
