If the tears are running down your horse's face, then that's when you should contact your vet because you'll need to get those ducts cleaned out, since they can get clogged up with dirt and such.

But, if you're that concerned and don't think that's the reason your horse has a runny nose, please see an equine veterinarian about this and to get a physical done on your horse. Chances are there may be nothing wrong and you'll simply get told about the nasal ducts like I told you about above.
