There are many ways that you can go about doing this. You can try removing the twin that she is favouring (just for a short period of time). Put her in a smaller area with the twin she is not accepting (stay close so she doesn't hurt it). This will allow the ewe to spend her time on getting used to this lamb. If this does not work you can also try holding the ewe while the lamb suckles, this will show her that she has to accept the lamb. If this still doesnt work than you will have find an adoptive mother for the lamb or use either milk replacer or milk the ewe and administer the milk through bottle.
It is common for ewes to favour one lamb over the other, it takes time to allow the ewe to get used to this lamb, just be patient.
