Have you given you puppy treats and do you pet himoften? Always show a dog your hand before you pet him so he knows in advance. Also, try to limit the people your dogs sees. You don't want your dog to get any more scared.

All these things can help, but really what you should do is wait. Give it time.

Socialization is: exposure with a positive rewarding experience from the puppy's point of view. Never force, always encourage. "Loose the battle to win the war" with puppies. Even if your puppy looks at a person, reward him. If your puppy walks near a person, reward him. If your puppy actually walks up to a person, reward him. Suck the fear out of the picture. Associate people with positive, puppy approved rewards.
